8/15/16

The negotiation teams for the Riverbank Unified School District (RUSD) and the Riverbank Teachers Association (RTA) met as a part of the mediation process on Thursday, August 11th.

I’m pleased to report that a tentative agreement (TA) has been reached. In order for the TA to become effective, RTA unit members will be provided the opportunity to vote on the agreement and, if necessary, the Board of Trustees will consider the agreement at a board meeting.

Thanks to the negotiation teams for working together to come up with an agreement that maintains the fiscal solvency of the District, creates a better educational environment for students and fairly compensates our educators.

The negotiation teams for the Riverbank Unified School District (RUSD) and the Riverbank Teachers Association (RTA) met as a part of the mediation process on Monday, July 11th.

Although an agreement was not reached, I continue to be optimistic that an agreement will be reached in the near future. I would like to thank the RTA negotiation team for coming in during the summer in an effort to try to come to a resolution with respect to the collective bargaining agreement.

The next mediation session is scheduled for August 11th; however, there is a possibility that a session will be scheduled before August 11th.

This notice is intended to provide staff and the community with an update regarding negotiations with the Riverbank Teachers Association.

At the conclusion of mediation on May 11th, the negotiation teams for the District and the Riverbank Teachers Association (RTA) scheduled another session for June 1st. This date was set at RTA’s request, and the District obliged.  On May 18th, the District received an email from the California Teachers Association (CTA), stating that RTA was no longer able to attend the next scheduled mediation session on June 1st.  The District responded with the desire to continue to negotiate and requested RTA modify their team, as the District has done in the past.  The District received no response from CTA/RTA or the mediator.  The District showed up for mediation on June 1st, hoping to work towards an agreement. The District’s negotiation team was disappointed that the mediation session did not occur because we were hopeful that the mediation session would lead to an agreement, and then, greater efforts and resources could then be focused on serving our students.

Upon contacting the state appointed Public Employee Relations Board (PERB) mediator, on June 1, 2016, the mediator offered three dates for the next mediation session. Those dates were:

  • June 15
  • July 8
  • July 11

The District was available on June 15th and requested additional dates in June.  Later, the District decided to modify our negotiation team so that a mediation session could be held on July 11, 2016.  As of today, the District has yet to receive a response from CTA/RTA on whether or not they are able to negotiate on July 11th.

Right now, the next scheduled mediation session has been scheduled for August 11th, at the California Teachers Association office in Ceres, CA.

The District desires to reach an agreement that maintains the fiscal health of the District, provides for the RUSD students and ensures staff are competitive in terms of total compensation.  The District desires to meet as soon as possible in hopes of reaching a settlement.  The District continues to offer to meet on evenings, weekends and holidays.

I appreciate your patience as RUSD and RTA continue to work towards an agreement.

The District remains committed to working with RTA’s negotiation team to reach an agreement as expeditiously as possible. The District will continue to offer to meet throughout the summer months, in the evening or weekends if necessary in order to reach an agreement.
